Kraanerg actually is avantgarde/dissonnant death metal band inspired by the work of Greek composer Iannis Xenakis.

Did you draw the buildings one by one or just copy and paste?

This is the steps I did:
1. Modelled two sets of base building meshes, one for tall ones and one set for short ones (about 7 models)
2. Setup a geometry node modifier on a plane to distribute a weighted mix of the buildings, randomizing their heights slightly
3. Created a material to randomly pick the building's base colour (weighted towards white) and whether or not windows get drawn on
4. The windows are the sum of two sine wave generators with their outputs clamped. Probably could use Square waves too
5. Changed the seed of the buildings placement node until it looked nice enough for a render
